Fans worldwide watch Jackson memorial service

– As the funeral for Michael Jackson got under way in California Tuesday, fans of the King of Pop gathered in locations across the globe to pay homage to their idol.

Thousands of fans poured in to Los Angeles en route to the public memorial service at the Staples Center arena, while Jackson’s family and closest friends attended a private gathering at the Hollywood Hills Forest Lawn cemetery before going on to the memorial downtown.

In Germany, thousands of Jackson fans have been offered the chance to watch events in Los Angeles live at Berlin’s O2 World arena.

British fans will be given a similar opportunity in London, with a giant screen scheduled to show the event outside the city’s O2 Arena. Despite torrential rain — which some fans attributed to an “angry” Jackson signaling his desire to return — about 150 to 200 people turned out to watch the memorial service on a big screen.

“I am still in denial,” said Jenny Keme, 21, among the crowd braving the storm. “We’re going to stay here to the end of the ceremony even though it’s pouring. He had such a gentle soul, that’s what I love most about him.”

Celeste Dixon, 28, added: “He IS the King of Pop, not WAS. No one eill ever be worthy of him, he is bigger than life. Without Michael Jackson breaking barriers, Barack Obama would never have made it.

Elsewhere in London, the cast of West End musical “Thriller Live” will pay its own tribute during their Tuesday evening performance at the Lyric theater. The entire cast of the show will gather on stage for a spoken tribute, before inviting the audience to hold a minute’s silence.

The theater, which dimmed its lights in honor of the star when he died on June 26, has become a shrine to Jackson, with devoted followers holding vigils and leaving cards and messages at the buildings entrance.

South African former president Nelson Mandela paid his respects to Jackson in a statement read to the audience at the Los Angeles memorial by singer Smokey Robinson.

“We had great admiration for his talent and that he was able to triumph over tragedy on so many occasions in his life. Michael was a giant and a legend in the music industry. In Japan, meanwhile, hundreds of fans gathered at a Tower Records store — where Jackson twice visited — in downtown Tokyo to watch his videos on a big screen. Thousands of other fans have been following the coverage online via CNN.

Jackson’s death on June 25 nearly brought the Web to a standstill with several sites buckling under the sheer weight of traffic. The memorial service promises to be no different with organizations bracing for another huge volume of traffic.

“I can watch from the office without leaving my desk,” Jo Henry commented on Facebook. “Today is a sad day and we all wish we can be there to show our support to the Jackson’s but for some of us we have other obligations, so thank you CNN for sharing this with me.”

Vedita Juggernauth in Finland, also on Facebook, said: “I can’t believe I’m watching his funeral on stream, still doesn’t seem real.”

Defiant Facebook user Cynthia Obeto, from Lagos, Nigeria, declared that she “doesn’t care if she gets caught right now watching MJ’s memorial in the office.”

Jackson fans were also making themselves heard on Twitter.

Pandamares wrote: “Gonna watch the Michael Jackson memorial with my mom. Still so so sad over this.”

A post from k2carebare read, “No matter what you thought of the man…remember his music and his message.”

Michael Jackson’s daughter bids tearful goodbye

LOS ANGELES, California (CNN) — Michael Jackson’s daughter Paris Katherine addressed mourners at the Staples Center on Tuesday, tearfully telling them her father was “the best father you could ever imagine.”

“Ever since I was born, daddy has been the best father you could ever imagine,” the 11-year-old girl said. “And I just wanted to say I love him so much.”

The girl spoke after Jackson’s brothers Jermaine and Marlon bid tearful goodbyes to the King of Pop.

“Michael, when you left us, a part of me went with you,” Marlon Jackson said. “And a part of you will live forever within me, but also a part of you will live forever within all of us.”

During the memorial, a host of friends, stars and politicians gathered to remember the King of Pop.

Berry Gordy, founder of Motown Records, called Michael Jackson the “greatest entertainer that ever lived.”

“The more I think and talk about Michael Jackson, I feel the King of Pop is not big enough for him,” Gordy said as the crowd rose to its feet. “I think he is simply the greatest entertainer that ever lived.”

Gordy also recalled how when he auditioned the Jackson 5 in 1968, 10-year-old Michael was talented beyond his years.

“He was driven by his hunger to learn, to constantly top himself, to be the best. He was the consummate student. He studied the greats and became greater. He raised the bar and then broke the bar,” Gordy said. Video Gordy: Michael was ’special’ »

Jackson’s golden casket was placed in front of the stage at his memorial as a choir sang.

Several of Jackson’s older brothers, each wearing one sequined glove, served as pallbearers, carrying the coffin to the stage as the Andrae Crouch choir sang “Soon and Very Soon.”

The stage at the Staples Center resembled a church sanctuary with a stain-glassed backdrop.

Mariah Carey was joined by Trey Lorenz singing The Jackson 5’s 1970 hit “I’ll Be there” as a montage of Jackson photographs appeared on arena screens.

Queen Latifah, saying she was on stage to represent “millions of fans inspired by Michael,” said “Michael was the biggest star on earth.” Lionel Richie then performed the song “Jesus is Love.”

Stevie Wonder took the stage next, sitting at a keyboard.

“When Michael started, it was a different world, but because Michael kept going, because he didn’t accept limitations, because he refused to let people decide his boundaries, he opened up the whole world in the music world,” Sharpton said. “He put on one glove, pulled his pants up and broke down the color curtain.”

Sharpton then addressed Jackson’s children.

Singer John Mayer then took out his guitar and performed Jackson’s “Human Nature.”

Earlier in the memorial Smokey Robinson read personal messages from several of Jackson’s celebrity friends who did not attend.

“Michael was a personal love of mine, a treasured part of my life, part of the fabric of my life, in a way that I can’t seem to find words to express” Diana Ross said in a message read by Robinson.

Robinson also read a message from Nelson Mandela, saying they had grown close after trips and performances in South Africa.

“We had great admiration for his talent and that he was able to triumph over tragedy on so many occasions in his life. Michael was a giant and a legend in the music industry. And we mourn with the millions of fans worldwide,” Robinson said, relaying Mandela’s message.

The public memorial began after Jackson’s family and closest friends attended a gathering at Forest Lawn Memorial Park in Hollywood Hills on Tuesday morning.

Jackson’s family and friends were at the chapel, which can hold about 1,000 people.

An army of fans poured into Los Angeles from places far-flung, hoping to collectively mourn their idol in a massive ceremony.

The total cost for security at the event is estimated to be between $2 million and $4 million, said Matt Szabo, spokesman for Los Angeles Mayor Antonio Villaraigosa.

Actress Elizabeth Taylor, a longtime Jackson friend, and Debbie Rowe, Jackson’s former wife and the mother of his two older children, both said they would not be attending.

Fans congregated in downtown Los Angeles, outside the Staples Center regardless of whether they had tickets.

On Monday, organizers used a computer to choose 8,750 names from 1.6 million people who registered for tickets online. Each received a pair of tickets, for a total of 17,500 tickets. Video Watch fans receive tickets

 

Just 11,000 of those were for seats inside the arena. The other 6,500 were for viewing the memorial telecast across the street at the Nokia Theater. The Jackson family set aside an additional 9,000 Staples Center seats to give out, organizers said.

High-level Caribbean officials meet in St Kitts to beef up counter-terrorism

BASSETERRE, St Kitts (CUOPM) — Counter-terrorism takes the spotlight when high-level officials from the Caribbean region with responsibility for security and foreign affairs meet in St Kitts from July 7th to 9th.

The St Kitts Marriott Resort and Royal Beach Casino is the venue for a sub-regional workshop for all Caribbean nations hosted by the United Nations Office on Drugs and Crime (UNODC).

Permanent Secretary in the Ministry of National Security, Astona Browne, said the workshop will train over 20 participants targeted from among the UN’s regional membership, to prepare responses dealing with counter-terrorism, to be forwarded to the United Nations’ Security Council Committee.

The Workshop is jointly facilitated by experts from the Inter-American Counter Terrorism Committee (CICTE) and the Organization of American States (OAS) office in Washington DC and the United Nation.

It will familiarise Member States with the implementation and reporting obligations relevant to Security Council Resolutions as well as to provide the necessary assistance to boost their legislative capacity in the area of anti-terrorism.

The workshop is expected to agree on a document that reflects the outcome of the meeting to ensure effective follow-up actions by the UNODC.

“Despite current financial constraints the world over, we are honoured that St Kitts and Nevis has again been selected for the hosting of a conference of this magnitude,” said Browne.

Jamaica tables Child Pornography Act

KINGSTON, Jamaica (JIS) — Jamaica is likely to have legislation in place to confront commercial sexual exploitation of children soon, following the tabling of the Child Pornography (Prevention) Bill in Parliament, by Attorney General and Minister of Justice, Senator Dorothy Lightbourne.

The Bill notes that Jamaica currently has no law which specifically treats with or recognises child pornography as a distinct criminal offence.

However, it points out that international efforts to combat child pornography have resulted in several international conventions, including the 1999 United Nations Convention on the Rights of the Child, which Jamaica has signed and ratified, and the Optional Protocol to the Convention on the Rights of the Child on the Sale of Children, Child Prostitution and Child Pornography, which Jamaica has signed but has not yet ratified.

“These conventions require member states to take action to criminalise the production, possession, importation, exportation and distribution of child pornography,” the Bill’s Memorandum of Objects and Reasons states.

“A decision has, therefore, been taken to enact legislation to make the production, possession, importation, exportation and distribution of child pornography a criminal offence in Jamaica,” it concluded.

The Bill provides for sentences of up to 20 years imprisonment, as well as fines of as much as $500,000.

Crimes include: visual presentations with children engaged in sexual activities; audio recordings or written material that has as its dominant characteristic, the description, presentation or representation, for a sexual purpose, sexual activity with a child; and any visual representation, audio recording or written material that advocates or counsels sexual activity with a child.

The Bill describes sexual activities as: actual or simulated. Visual representation includes – produced images; undeveloped film; videotape; or data stored in electronic form capable of conversion into a visual image.

International bodies have frequently criticised Jamaica, over many years, for failing to enact legislation specifically addressing commercial sexual exploitation of children. A Bill was promised in the 2007/2008 Throne Speech, but was not delivered.

Lightbourne disclosed at a Post-Cabinet Press Briefing in April, that the Cabinet had approved the tabling of the Bill in Parliament to recognise and treat child pornography as a criminal offence.

She confirmed there had been “an increase in the sexual exploitation of children, and more so by the use of technology. It is common knowledge now that there are pictures of children involved in sexual acts on your cell phones, and on the internet,” she said.

Globally, child pornography refers to the use of images or films, depicting sexually explicit activities involving a child.

Important CARICOM Heads of Government Conference achieves significant progress

GEORGETOWN, Guyana (GINA) — The 30th Heads of Government Conference of the Caribbean Community (CARICOM), which was expected to be contentious, with migration and intra-regional trade rows threatening to disrupt the discussions, ended last evening with significant progress being made in several areas.

Global Economic and Financial Crisis

Recognizing that several countries in the Caribbean have been adversely affected by the global economic and financial crisis, the Heads of Government have taken the bold step of establishing the first ever regional Task Force of a political nature to find solutions for the region.

The Task Force, which comprises Prime Ministers Patrick Manning of Trinidad & Tobago, Bruce Golding of Jamaica, Ralph Gonsalves of St. Vincent & the Grenadines, David Thompson of Barbados and President Bharrat Jagdeo of Guyana, who will be the Chairman of the Task Force, is expected to be set in motion soon, considering the urgency of the issues it seeks to address.

Additional technical members of the Task Force include the CARICOM Secretary-General; President of the Caribbean Development Bank (CDB); Director-General of the Organization of Eastern Caribbean States (OECS); and the Director of the Caribbean Centre for Money and Finance (CCMF).

The tourism industry in the Caribbean, which is a significant revenue earner for countries such as The Bahamas, Barbados, Jamaica and others, has been decimated with fewer persons around the world travelling, and the financial service sector has been faced with difficulties stemming from the financial meltdown in the developed world and from the failures of the CL Financial and Stanford Groups.

Additionally, the real sectors have been affected by the contagious effect of the global downturn.
In response, many countries do not have the budgetary space to conduct counter-cyclical spending to ease the effects of the crisis.

At the closing press conference on Saturday evening, the Chairman of CARICOM, President Jagdeo, stated, “It was recognized that we have to do a series of things but some of them would have to be very urgently done.”

The tasks before the Community are to mobilize the resources necessary to assist these countries and develop medium-to-long-term development strategies to set them on the right path.

Earlier Saturday, the President had highlighted two options to obtain the resources needed.

The President had stressed that the mobilization of CARICOM internal resources could be pivotal.

“We have significant reserves that are all held outside of the region. I think we have to make sure that we have a policy to invest those reserves. I think we can use our own resources to try to push forward development in our region,” he stated.

However, the Head of State pointed out that such reserves belong to individual member states in the Community, and the investment of those reserves is therefore a sovereign decision. He noted that any investment of these reserves must meet two criteria – safety and liquidity.

The other option available to the Caribbean proposed by the President was making the region much more attractive to investments from non-traditional sources, such as the Arab sovereign funds and from countries such as India, China and Brazil.

The CARICOM Chairman also explained that a forum will be held shortly that will examine comprehensively the difficulties faced by these countries.

“We’ll provide an opportunity in the very near future for countries to fully explain their difficulties and hopefully, tell us more about their own efforts so that this regional Task Force can work with these countries using their own plans to mobilize more resources,” he said.

Tourism

The Regional Marketing Plan, which will assist in bringing more visitors to the Caribbean region, has been identified as a priority for implementation.

The Plan was established at the previous Heads of Government Conference but its implementation was delayed because of the lack of funding.

“That marketing plan has been developed for a while now. The plan is developed and approved but with countries having fiscal difficulties (with) so many requests for finances, which will have to come from the Treasury, there is that difficulty of funding all of these new initiatives that are coming on board,” President Jagdeo had stated earlier on Saturday.

Heads of Government reiterated their deep concern with regard to the proposed Air Passenger Duty (APD) as it applies to travel from the UK to the Caribbean as it would not only greatly increase the cost of travel from the UK to the Region but would also put the Caribbean at a disadvantage in relation to other more distant destinations. The Heads of Government agreed to continue pursuing vigorously the matter with UK policymakers to ensure that a more equitable band of the APD is applied to Caribbean travel.

Agriculture and food security

Heads of Government reaffirmed their commitment to providing financial and other support measures for agriculture. They underscored the importance of agriculture for food and nutrition security and for the development of Caribbean economies.

In the declaration issued on agriculture and food security, the Community recognized agriculture as an important contributor to rural development, GDP, employment, export earnings and to the overall sustainable development of the Member States of the Caribbean Community. However, it was pointed out that this sector is inhibited by key binding constraints, including a reduction in development support and investment.

Further, it was recognized that financing for agriculture development is proving to be the major limitation which is affecting the speed and effectiveness of dealing with the other constraints.

As a result, the Heads of Governments renewed their commitment to pursue a strategic approach to transforming the agriculture sector into an internationally-competitive sector with increased capacity to contribute to the sustained economic development of the Region, the economic livelihood of entrepreneurs, the rural sector and to food and nutrition security.

Services

A Regional Symposium on Services will be held in Antigua and Barbuda from 15-17 July and it was agreed that delegations to the Symposium from Member States should include ministerial and senior public sector officials.

A Draft Strategic Plan for Services and the Plan of Action for the next five years which is to be considered by Council for Trade and Economic Development (COTED) will also be presented at the next Inter-Sessional Meeting of the Conference scheduled for Dominica in 2010.

Information and communication technology for development (ICT4D)

Heads of Government agreed to mandate the Ministers with responsibility for information and communication technologies to lead the process in developing the long-term strategy and plan of action for the ICT sector into 2020 which should be presented to the Conference at the next Inter-sessional Meeting.

CARICOM Single Market and Economy (CSME)

Heads of Government received the information on the audit of the CSME implementation and agreed to hold a convocation on the CSME involving all stakeholders, which would give full consideration to that report.

It was also agreed that Member States would immediately implement the entry procedures for right of establishment and temporary movement of service providers, particularly in light of the potential for increased extra-regional competition resulting from the implementation of the EPA and other agreements.

Free movement of people

Heads of Government re-affirmed the goal of free movement of persons as expressed in Article 45 of the Revised Treaty of Chaguaramas and that free movement is an essential element of the CSME, but given the current global economic and financial crisis, its full implementation at this point in time will be challenging for some Member States.

They agreed that the schedule of free movement of persons within the Single Market would be reviewed at the CSME Convocation to be convened in October with a view to advising on the timetable for full free movement.

They also agreed that household domestic workers who have obtained a Caribbean Vocational Qualification or equivalent qualification will be allowed to move with effect from January 1, 2010.
Heads of Government further agreed on the importance of training and sensitizing Immigration Officers on the implementation of the Region’s approach to free movement and hassle-free travel.

Crime and security

Heads of Government agreed to re-activate the security facilities put in place for Cricket World Cup 2007 and the Fifth Summit of the Americas for the Commonwealth Heads of Government Meeting (CHOGM) in November 2009 and ICC World 20/20 Tournament to be held in the Caribbean in 2010.
They also agreed to proposals for implementing the CARICOM Travel Pass (CARIPASS); the Advanced Passenger Information System (APIS) and the programmes for the control of small arms and light weapons associated with violent crimes and gang violence.

The pledge of US$30 million made by the President of the United States of America, Barack Obama during the Summit of the Americas to support the joint development of a strategy of co-operation, mutually beneficial partnership and information-sharing with the Caribbean was discussed, and the way forward to engage the United States was determined.

They further agreed to the re-activation of the Resource Mobilization Sub-Committee (RMC) to manage the US Assistance in the area of security and other offers of assistance.

Climate change

Heads of Government noted the progress of negotiations of a new global Climate Change Agreement leading to the Fifteenth Meeting of the Conference of Parties (COP15) to the UN Framework Convention on Climate Change to be held in Copenhagen, Denmark in December, and agreed on the Region’s priorities, which include the reduction of Greenhouse Gas (GHG) emissions; mitigation and adaptation; the transfer of technology; renewable energy; forest conservation and avoided deforestation (and carbon capture and sequestration).

They endorsed the Caribbean Challenge in its efforts to protect the Region’s marine resources and in its work towards fulfilling the UNFCCC ecosystem-based management and adaptation recommendations, and implementing the Millennium Development Goals related to reducing biodiversity loss.

According to President Jagdeo, over 40 items on the agenda were discussed over the three days.
The Conference began with a pre-summit caucus to deal with items that take a long time to discuss but are not contentious or very important. It was followed by the opening ceremony later the same day. The Heads of Government spent the next two days in all-day sessions, working towards a consensus on several areas.
